Western Union International Bank says its digital banking service will end, with accounts closing two months after customer notices.

Western Union Digital Bank closure to shut accounts after notices

The Western Union Digital Bank closure will shut customer accounts two months after users receive their individual closure notices, Western Union International Bank said in a legal notice posted on its German website. The move affects the digital banking app, linked debit cards and account access, while Western Union’s separate money transfer services will remain available through its website and app, according to the notice.

Western Union International Bank said it decided to discontinue the service after a review of its products and services. The bank did not give a broader commercial reason for the closure in the notice.

The Vienna-based institution operates as an independent agent within the Western Union money transfer network, according to its About Us page. The bank says it was founded in 2004 as part of the Western Union Group and is supervised by Austria’s Financial Market Authority, known as the FMA.

What happens to Western Union Digital Bank accounts?

On the relevant account closure date, users will lose access to the Western Union Digital Bank app, and any debit card tied to the account will be deactivated, according to the legal notice. Customers will receive confirmation when their account has been closed.

The notice told users to remove or transfer any remaining balances, give alternative banking details to people or organisations that use their Western Union Digital Banking IBAN, save any records they want to keep, and cancel a Premium subscription if they have one.

Western Union International Bank said any money left in an account after closure will be treated under applicable laws, regulations and the general terms and conditions governing the account. The notice did not specify a single date for the end of the service, instead tying closure to the date each customer receives a notice.

Western Union money transfers are separate

The shutdown applies to Western Union Digital Bank, not to Western Union’s money transfer business. Customers may still use Western Union transfer services through the Western Union website or app, because those services are distinct from the digital bank, according to the legal notice.

That distinction matters for customers who use Western Union both as a bank account provider and as a remittance service. The bank account closure affects IBAN-based banking relationships, debit card access and app-based bank records, while the notice says the company’s money transfer channels continue separately.

FMA fined the bank under EU operational resilience rules

Austria’s FMA said in a July 14 announcement that it fined Western Union International Bank 42,000 euros, or about $47,900, for breaches of reporting duties under the European Union’s digital operational resilience rules for the financial sector, known as DORA. The regulator said the bank was late in reporting information and communication technology-related incidents.

DORA took effect in January 2025 and applies across the European Union to financial firms and their technology providers. The regime requires stronger IT risk management, resilience testing and oversight of third-party technology risk, PYMNTS reported at the time.

The FMA announcement and the closure notice are separate disclosures. Western Union International Bank’s legal notice attributes the decision to end Digital Bank to a product and services review, and does not state that the regulatory fine caused the shutdown.
